Can a formula contain expressions to format the result (i.e., currency
or numbers, with commas, with decimal-places, etc)?

Yes.

The TEXT() function does exactly what you want. See Excel Help.

="Payment due " &TEXT(H15,"mmmm, d yyyy") & " " & TEXT(I15,"$#,##0.00")
