Default Forms Toolbar in Excel 2007

I use Excel 2003 for creating modeling applications that involve a lot of
buttons (extensive use of the forms toolbar and macros).

In 07, I am yet to find an equivalent to a Forms Toolbar outside of going to
the Office menu and finding the needed tools in Excel Options and the adding
the "commands not in ribbon" to the tiny shortcut bar next to the save and
undo/redo shortcuts.

Is there a way to add the forms toolbar as a module to the ribbon?
