Default Conditional formatting - flashing colour

Would anyone be able to tell me how to get a conditional format so that the
cell colour or text flashes - if it is possible please?
I can use conditional formatting to make the cell colour change if the date
in the cell is less than today but ideally I would like the cell to flash
when the criteria is met?

You can't do it with CF, and it is a particularly unpleasant addition to a
worksheet IMO (and illegal in some places), but if you must
