Default How to stop Paste Link function from pasting an object

When I paste from one worksheet to another (as long as they are in the same
workbook), I can do so just fine by using Paste Special and then selecting
Paste Link. I get the standard Paste Special pop up box. However, when I
try to paste a link from one workbook to another workbook, I get a different
pop up box that basically requires me to paste the link as an object. I'm
very confused why this is happening and want the standard Paste Special pop
up box to return so I c an paste links again. Any insight on how to fix it?

You have two instances of excel running.

Close one workbook and that instance of excel.
Then in the remaining instance, do File|open to open that other workbook.

Then try your copy|paste special.
