Default Conditional Formatting across many cells with a mobile comparison

Sounds to me like (at least I *HOPE*) that the Excel 2007 folks still have a
little work to do. Unless you have a range named as "C12".

My description was probably more confusion than helpful but here we go...

C4 has a hard coded value in it.
The range C8:V8 has values created due to a formula (say something like D8
has =SUM(C8,D7) and E8 has =SUM(D8,E7).

Now I've got another formula value in C12:V12, that I want used in the
comparison.

I highlight my range C8:V8 with C8 being the active cell. The formula I put
in on my traffic lights is something along the lines of.
1) =(ROUNDUP($C$4/12,-2)*3)-C12
2) =(ROUNDUP($C$4/12,-2)*2)-C12
3) =(ROUNDUP($C$4/12,-2)*1)-C12

When I apply it - it works perfectly on C8.. but on D8:V8 it constantly
points back to C12.. instead of progressing along to D12, E12, F12...

Am I expecting incorrect functionality? I've gotten used to 97-2k3
performing that way. Or is there a way to get it to function this way. I've
tried even formatting each one individually (a real pain when I'm doing a
couple hundred cells) but it still behaves oddly (I'm hoping that's a beta
thing).

I gave the named range a try and it didn't make a difference. The formula
does work correctly (I pasted it into the range of cells and it behaved
perfectly).

but you're right... I do *HOPE* they are still working on conditional
formatting. Seems like there is a bit more work to go.
