Default Excel file format 4.0

I work for a company that uses the Excel file format of 4.0 for importing
data. Users can use the current version, Excel 2003, and save the file in 4.0
format; then import it into our software. I've noticed that that format is
not included with Excel 2007. Is there any way to save files in that earlier
format, maybe with some type of add-on tool?
