In the current version of Excel I can't seem to be to resize a chart or axis
title using the mouse, nor the properties - you don't get the arrows when you
hover over the handles. Can you please advise how to do this now - you
could do it in earlier versions of Excel.

You actually couldn't do this in earlier versions of Excel; we've been
clamoring for this ability for a long while. These text elements only mimic
text boxes, but they are not resizable. If you can't live with the
inflexible sizing of these elements, you could replace them with regular
text boxes, which have much more flexible formatting capabilities.
