Default Protection of Pivot charts

Is it possible to protect a pivot table and it's chart so that limited access
is granted?

I'd like to allow the user to use the X & Y axis as well as the legend &
worksheets to un/check the checkboxes but not move or add to it manually.
Difficult to explain this maybe.

Example. Using a 14 worksheets with data manually added and using the combo
vlookup, also a dedicated worksheet for all that manual data entered that is
the source for the pivot table/chart. If I want users to un/check worksheet
14 on the chart, they will be able to un/check that box or select ALL (14
worksheets).

Can the user be allowed to use the pivot and customise the data but not
chnage it's settings like drag the dropdown boxes over the page?

I tried to use allow users to edit ranges but seemed to always lock the
pivot and could not be refreshed when i refreshed it - locked.

Help please.
