Default Reorganize Excel Options

This is a suggestion to re-structure the Options dialog in Excel. The
current organization does not make it clear which settings apply to the
current workbook vs. those which apply to the application.

It should be a simple - yet hugely helpful - improvement to the product to
separate the options into "Application options" and "Current workbook
options."
