Default Loosing zeros in Excel 2003

I have a user who enters 1536000 in a cell. He hits the Enter key and the
value in the cell shows 15360. Excel drops two of the zeros. If he puts the
commas in the correct place he gets 1,536,000. What needs to be changed?

Tools|options|edit tab|uncheck that fixed decimal places box
