Default Allow delete/insert cells to del/insrt highlighted rows/columns

The delete cells or insert cells buttons don't allow the user to
delete/insert when a complete row/column is highlighted.

This ability disappeared in our recent upgrade to Excel 2003. It allowed 1
button to do the work of 2 based on how cells were highlighted.
