Default Export to Microsoft Excel in Internet Explorer

The policy to run only allowed applications is ignored when the right-click
context menu option to Export to Microsoft Excel in selected in Internet
Explorer. We do not allow Excel on select Library public computers, yet the
public can use this feature to run Excel.

This is Office XP on Windows XP-SP1.

We will disable Web queries using info provided at
http://office.microsoft.com/en-us/as...364971033.aspx, but Office
apps should honor the policy regardless.
