Default lock cells for input

There was a command, protecting cells from unwated edit.
I thought it is in options or cells, but I couldn't find.
Do you where is it?

Default lock cells for input

First make sure in Cell formatting/Protection tab that cells you want to
protect are Locked and cells you want to allow to edit are unlocked. Then
Tools/Protection/Protect sheet!
