select E15 = Conditional Formatting = New Rule = Use a formula to
determine which cells to format = formula:
=$E59999.99

in xl2003 try:
Format = Conditional Formatting Formula

If you can't add another conditional formatting you have to use VBA.
Sub CF()
Dim LRow As Long
Dim rngC As Range

LRow = Cells(Rows.Count, "E").End(xlUp).Row
For Each rngC In Range("E1:E" & LRow)
If rngC = 10000 Then
Range(Cells(rngC.Row, 1), Cells(rngC.Row, 5)) _
.Interior.ColorIndex = 6
End If
Next
End Sub

or do it while entering data to your table. Paste the code into the
code module of the worksheet:
Private Sub Worksheet_Change(ByVal Target As Range)
If Intersect(Target, Columns("E")) Is Nothing _
Or Target.Count 1 Then Exit Sub

With Target
If .Value = 10000 Then
Range(Cells(.Row, 1), Cells(.Row, 5)) _
.Interior.ColorIndex = 6
End If
End With
End Sub
