is there a way to tell excel when opening new file, treat is as text?
i.e. even if there is a 00000 value leave it the way it is |

New workbooks don't have values.
Do you mean open a *.txt file in Excel and have values treated as Text. Open the *.txt file and the Text Import Wizard will pop up. In Step 3 select all columns(Shift + click).......Column Data FormatText. Finish.
