When trying to save a file in excel 2003 only save as web page is shown no
save or save as

Do you not see this options when you click on File in the menu bar ?

Is the F12 key working to get the SaveAs dialog

You can try to reset the menu bar
ViewToolbars...Customize
Select worksheet menubar and press on the Reset button
