Default change size of a cell

I am using Excel 2003. Is there a way to change the size of a cell without
changing the surrounding columns and rows?

No, But you can drag a text box from the drawing toolbarselect itin the
formula bar type =f11 and the contents of cell f11 will be displayed.

No.

A cell is the intersection of a row and column.

Row heights and column widths are the properties of the entire row and column.
