Default Conditional Formating

I have a sheet that has conditional formatting on it. My problem is when
there should be a 0 it will not list it as a 0 but a blank. When there is a
blank cell it is shown as blank. Is there a way without messing up or having
to redo my conditioanl formatting when I want a 0 to be 0 and not blank?

Default Conditional Formating

Under 'tools'...'options'....'view'.....window options do you have a check
mark besides 'zero values'? If not click a check mark in that box.
