Default edit comments in locked cells

I want to allow users the ability to edit existing comments to a locked
cell/protected worksheet. I have checked the 'edit object' in the protect
worksheet dialog box, however, every time someone tries to edit the comments,
the cursor jumps to an unlocked cell and adds a new comment there instead.
What is it that I'm doing wrong? Many thanks.
