Default Conditional Formatting Blank =white.. but 4 conditions

I need to set up conditional formatting on a group of cells such that Less
than or equal to the lower limit is RED, Between the lower and Upper limit is
Yellow, Greater than or equal to the upper limit is green, and finally if the
cell is blank, then make the fill color white , (or no color)
