Default how do i format inserted cells in protected worksheet?

Once I lock or unlock cells and protect the worksheet I can not edit any
cells inserted after I have locked the sheet. I can insert a row once the
sheet is protected but the new row of cells are defaulted as locked and I can
not format them without unlocking the sheet. Is there a way to format those
cells while the sheet is protected?
