Default averages

I am creating a database for test scores. It includes averages of a few
different tests. If the score is below a 70% I fill in another cell with
the retest results. How do I make an argument to say if the score in a cell
is below 70 take the other score from the retest cell to average in the score
(the first cell that is below 70 should not be averaged in)
