Default converting a number to time formatted as minutes

Hello,

Would like to ask for your help. How would I go about taking a number
(formatted as general) and convert this to minutes. I have tried taking the
number divided by 60, but I cannot seem to find the right format.

One more on this topic. How do I take a number like (97.5) and convert this
to time (97:30)
