=A1=MIN($A$1:$C$1)

click format and select red font, click OK twice


Can I copy or expand this to include al the cells down to A25,B25,C25

Yes, if the parameters are set as A$1, C$1 instead of $A$1, $C$1...

Fill down after changing to =A1=MIN($A1:$C1) so that row references are
relative instead of absolute.
