Default Formula Color

You can use Condition Formatting (CF) to do this. Select cells A1
and A2. Go to the Format menu, and choose CF. In that dialog,
change "Cell Value Is" to "Formula Is" and enter

=$A$1<=$A$2

in the formula box and click Format to choose your formatting.
