Default How do I sum percentages calculated from IF statements?

I have a column of percentages, some entered directly in the fields, and some
are calculated from IF statements. When summing the column, what should come
out to be 100% always comes out as 0%. When I do not include cells that
contain IF statements, the summing functions works well. When I do include
them, the result is always 0%.

Here is an example and all of them are formated accordingly:

=IF(G196,+G196/G$222,0)

I can't see any reason it wouldn't work.
