Default Shared files

I have a file on a shared network that several people need to update. I want
to set it up so if one person is currently editing, anyone else accessing
gets the message that the file is locked for editing and they can open as a
read only etc.. I have tried everything but cannot figure out how to set it
up. Can anyone help me? TIA!
