Default Formula for comparing two cells

I am trying to find out how to compare times entered in two cells and have
the outcome be a text message. In other words:

If b1 is Greater than b2 display "text message".


I can't seem to get this one straight.

One way:

=IF(B1B2,"Text Msg B1 Is Later","TextMsg#2")
