Default Rolling Calendar

I am stuck on a formula and I hope someone can help me out:
I manage employee attendance issues and currently I track them at each pay
period, every two weeks. Employees are on a point system and can get either
1/2 point or a full point depending on the occurance. Not so tough - but the
challenge comes in that for every month that goes by where an employee does
not have any occurances I need to remove a point.
Oh, and did I mention that this is a rolling calendar, so everything has to
be within the previous 12 months.

I would like to be able to have a current total without having to go back
through each employee and manually subtract points when they are able to be
removed.

I am quite open to rebuilding the spreadsheet from scratch, but I am not sure
where to start.
