Default FORMAT NUMBERS IN CRORE FORMAT (##,##,##,###)

I am from India. For our currency India rupee the format is ##,##,###. I
would like to format the numbers in the above format instead of million
format. In the regional settings - numbers the format 12,34,56,789 is
available. If i change that also it is not getting effected in excel. How to
do this in MS-Excel? I am using Office 2000.
