Default CREATE LIST OBJECT IN EXCEL

PER DOCUMENTATION THERE IS SUPPOSED TO BE AN ITEM ON " DATA " MENU "LIST" AND
A SUB ITEM " CREATE LIST" WHEN YOU HAVE PLACED MOUSE POINTER IN ANY CELL
WITHIN THE RANGE YOU WANT TO SELECT TO CREATE A LIST
HOWEVER ON MY VERSION OF M/S OFFICE PRO 2003, THESE ITEMS DONT APPEAR ON MY
MENU.
OTHER DOCUMENTATION PROVIDES ABILITY TO "CREATE LIST" BY PRESSING SHORT CUT
KEYS " CTRL + L ". THIS FEATURE DOES WORK AS WELL AS THE TOOLBAR.
ARE THERE ANY SETTINGS THAT I MUST SET TO ATTAIN THE MISSING ITEMS ON MY MENU
MY VERSION OF EXCEL IS 11.6355.6408 SP1
