formatting as percentage

Hi, I have a cell i am trying to format to show liek this: 83%
Complete

The 83% is coming from a vlookup. The issue is when i concatenate the
vlookup with the word "Complet", the % is shown as a number. i need it
to show as a percent. How would I do that?
