Check to make sure it has black font on white background, if the cell has a
conditional formatting then clear the CF

Default Cant type on line E31.

E31 is a single cell, not a "line"

Does E31 have Conditional Formatting applied?

Is E31 custom formatted to ;;; (three semi-colons)?

Push comes to shove, i.e. if all else fails, delete row 31, then insert
a new row. You'll, of course, have to type in all new info in that row.
