Default a way to limit the characters allowed in a cell?

is there currently a way in excel to limit the amount of characters
that can be typed into a cell?
if not, is there a word count function?
thanks.

Try DataValidation
You can limit the characters by choosing "Text Length"
Functions include COUNT, COUNTIF, COUNTA See the help for each function. One
of these should work for you.

Take a look at Data - Validation.
Choose text length.
