Default Conditional Format based upon if statement and max

Try this:

Select the range of cells F5:F33
Goto the menu FormatConditional Formatting
Select the Formula Is option
Enter this formula in the box on the right:
=AND($A$5="eligible",F5=MAX(F$5:F$33))
Click the Format button
Select the desired style(s)
OK out
