No. The macros attach nothing.
The macros simply activate an already-open workbook. One of the several that opened when you opened the workspace file *.xlw You would have to place code into one of the workbooks to create the Toolbar. Or store the macros in an Add-in which is loaded through ToolsAdd-ins and create the Toolbar from that Add-in. It is an *.xlw file It does not contain the workbooks themselves. Think of it as a batch file that has commands to open several files. The workbooks opened can have multiple worksheets. The workspace will take care of opening a set of workbooks. Once opened you can navigate from book to book as I posted earlier. You can navigate through the worksheets of each opened book when that book is active. I am not sure what else you want other than making Excel look and feel like your preferred application. You could create a workspace with all the workbooks in it. When you open that workspace, all books will open. In 2003 with 5 workbooks open go to FileSave Workspace. In 2007 with 5 workbooks open go to ViewSave Workspace. The you can switch from one to another by either using the Taskbar or ViewWindowSwitch Windows. I have not worked enough with the Ribbon in 2007 to be able to give you an idea for having a Toolbar with your workbooks on it for selection.
