Default Using the value of one cell to refer to another cell

I would like to use the value of one cell, to be able to refer to a cell
reference.

For instance:

the value of aa3 = 40

I would like to use that value as part of a cell reference:

b((aa3+3)

Naturally, Excel isn't letting me do that - but is there a way?
