Default Locking a Workbook, but Inserting Rows

Hello, I have created a workbook that I have locked and left certain cells
still editable. I want to be able to insert a row so that the user can add
more information, but I would need the locked formulas to be able to be
pulled down into the new row or copied into the new row. Is this possible?
Can a locked formula be copied, dragged, or somehow added to a new row?

Thanks,
Sheppard
