Default Inserting a comment box in a protected worksheet

Is there a way to protect the worksheet while allowing users to insert a
comment box in the unprotected cells of the worksheet?

Default Inserting a comment box in a protected worksheet

In Excel 2000, if while Protecting the worksheet, you un-check the Objects
box, the user can then put a Comment Box in ANY cell after the sheet is
protected.
