If your cursor is active in the formula bar, then the Protect options will
not be available. Try pressing Enter and then attempt to access the options
again.
Also, if the workbook is shared, these options will not be available.

If it is ok to remove sharing from the document, go to Tools-Share Workbook.
On the 'Editing' tab, uncheck the box that allows changes by more than one
user.
