Default How to password protect a cell but still be able to sort ?

I am password protecting a range of cells in Excel 2000. When I do that, I
am not able to Sort the worksheet nor am I able to insert new rows or columns.

Am I doing something wrong or is that by design?

AFAIK you'll have to unprotect the sheet, sort it, then protect it again.
