Default 3d Pie in Excel 2007

I have a sample series of 4,1,1 total of 6 in which I made a 3d pie chart.
The largest section (4)is showing 67%, the 2nd section (1) is showing 17%
while the 3rd section (1) is showing 16%. I know there is rounding here,
but in actual %, showing 1 decimal place the results are 66.7, 16.7 and
16.7. The percentages shown on the chart are from choosing percentage
rather than value. It seems as if Excel is rounding up on 2 of the slices
and rounding down on the 3rd slice so as not to go over 100%. Analyzing the
chart, one has to ask: why are two equal shares not showing the same
percentage.? Is this a bug or am I not configured correctly?
