Default reference another cell in conditional formatting

I have used the first two options. For the third one I want to say if cell
whatever (not the one I am conditionally formatting) is less that (1000) then
fill in red

Default reference another cell in conditional formatting

Change first box to "Formula is"
type:
=A2<1000
(A2 being whatever cell you want)
Select your formatting.

It seems like that should work, but for some reason it is not. I think I
might have to rearrange the conditions.

I think I might have to rearrange my conditions. What you told me to do
seems like it should work, but it isn't. I will have to work on this later,
but I will let you know how it goes. (This is my first time using this
site). Thanks
