Default Excel 2007 using arrow keys

Have used Excel for years. Want to hit the down arrow key and have my
current cell move DOWN one row. Always worked before. Can't find it in
'More Commands', etc. or in HELP. Please tell me I'm not losing my mind and
was able to use the funciton in older versions.

Right now my cell stays where it is (example C3) and moves the entire
worksheet up or down (depending on the arrow).

Help!?!?!?!?!?!??!
