Default Row Numbers Missing

I'm using an Excel 2007 worksheet that I inherited where some of the row
numbers appear to be missing, e.g., 9, 14, 16, 28, 49, etc., until 64. The
rows are not hidden, as I've already used that function to try and unhide
them. The font of the row numbers is also colored blue, until #64 is reached.
I've tried deleting those rows, but the numbering doesn't change. Any help
anyone can give would be greatly appreciated!
