Default GETPIVOTDATA function returning 0 not #REF

i have a large pivottable (don't know if it is relevant) that has year, Area,
Primary, Secondary as the row headers and periods 1 to 13 as the columns.

i am getting subtotals based upon the cummulative grouping of Year, Area,
and Primary and i get the correct value when i use GETPIVOTDATA, but the
minute i change the static values to variables off of the worksheet, it
returns 0 as the subtotal for all records for a particular Year, Area, and
primary account number OR returns only the first record.
