Default SUM IF QUESTION PLEASE HELP

I have this spreadsheet and I am trying to include a summing formula where i
have downloaded data from an outside source and i receive my data in the
current form:

PRAUSR PRFLOC PRBGDT PRBGTI TIME LIFT
BELLAMYE A 04 22 03 1 20080502 81535 NO LIFT
BELLAMYE A 05 18 05 1 20080502 82457 NO LIFT
BELLAMYE A 12 02 02 1 20080502 82505 NO LIFT
BELLAMYE A 26 09 02 2 20080502 82523 NO LIFT
BERRYA M 01 03 03 2 20080502 81316 LIFT
BERRYA M 01 04 04 2 20080502 83032 LIFT
BERRYA M 01 07 05 2 20080502 83057 LIFT
BERRYA M 02 01 05 1 20080502 83112 LIFT
BERRYA A 05 18 03 1 20080502 83811 NO LIFT

PRAUSR=Employee
PRFLOC=Location

My LIFT/NO LIFT formula is as such
=IF(OR(E2="A",E2="B",E2="C",E2="D",E2="E",E2="F"), "NO LIFT","LIFT")

What I want to do is create a formula that counts only the frequencies an
employee reaches a LIFT OR NO LIFT SECTION, so if BERRYE went from "NO LIFT''
to "LIFT" in the next sequence it should equal to one and if theres
consecutive "NO LIFT" it should equal to zero
