Default If statement working only once

=if(B4='[CNAM for Ranges.xls]Sheet1'!$B$2:$B$66,if=if(B4<='[CNAM for
Ranges.xls]Sheet1'!$C$2:$C$66,offset('CNAM for
Ranges.xls]sheet1'$B$2:$B$66,0,2),""))

The above only works once for a number falling in this range. all others
that fall in the range come back Blank. Blank sould only come back if it if
false.

Am I missing something??

Any help is appreciated...
