You could use TEXT, like this:
=SUMPRODUCT((TEXT($A$2:$A$20,"mmmyy")="Jan07")*($B $2:$B$20="Wagon"))
=SUMPRODUCT((TEXT($A$2:$A$20,"mmmyy")="Jan08")*($B $2:$B$20="Wagon"))
