Default Is there a way to enter a comment on a locked cell in Excel?

I am trying to add a comment to a locked cell. I want to keep the cell
locked. Is there a way to enter a comment without unlocking it?

If you protect the sheet, but un-check the objects box, you can allow users
to add comments and still ensure that the sheet is protected from other types
of changes.
